Within 48 hours of Dario Amodei’s pacing proposal, the geopolitical responses have arrived from every direction, and they map the real battle lines for AI governance. On September 13, President Trump posted on Truth Social that the only control or “guardrails” AI needs is “a STRONG AND SMART (High IQ!) PRESIDENT,” dismissed public anxiety as a “SICK conspiracy” against AI and data centers, and aimed the post directly at Amodei’s warning. Beijing hit back within a day, branding the pacing plan a containment-style “Cold War” tactic, while Xi Jinping pitched a counter-bloc: a global AI governance framework for Global South nations and an open-source AI community for BRICS. Meanwhile, Reuters reported AI-linked stocks slumping across Asia and the US, with SoftBank, Kioxia, and SK Hynix down 5% or more on the slowdown calls.

Washington’s Answer: The President Is the Guardrail

Trump’s post is a policy statement, not just a jab. It rejects the embedded-evaluator model, dismisses the extinction-risk framing his own lab employees have put on record this month, and names data centers as a protected industry against a “conspiracy” of opposition. Altman’s position is subtly different: OpenAI welcomes a federal framework but says developers need not wait for legislation to pace responsibly. The net effect for US policy is clearer than anything Congress has produced: no mandatory guardrails at the federal level, with the White House framing safety advocates as impediments to the China race.

Beijing’s Counter: A BRICS AI Bloc

China’s response operated on two levels. The Foreign Ministry dismissed the safety push as “fearmongering, confrontation, and vicious competition,” and state media cast Amodei’s proposed US-China agreements as a Cold War containment play. Then came the structural answer: Xi’s proposal for a consensus-based global AI governance framework centered on Global South nations, an open-source AI community for BRICS, and a 13-point action plan emphasizing multilateralism. Combined with China’s Ministry of State Security issuing its own first AI risk warning, the message is that Beijing will not join Amodei’s pacing ladder, it will build a parallel one, with open weights as the export product.

The Market Just Priced the Uncertainty

The most underappreciated signal is the market one. A 5%-plus single-session drop across AI-linked chip and infrastructure names (SoftBank, Kioxia, SK Hynix) is investors repricing a simple risk: if frontier development actually slows, even voluntarily, the compute demand assumptions underwriting hundreds of billions in data center capex get revised. Every participant now has a stake in the fight: labs want verifiable pacing, the US wants speed, China wants a parallel order, and markets want the capex boom uninterrupted. The next data points that matter are whether Anthropic’s embedded evaluators publish anything uncomfortable, whether Washington grants the antitrust waivers, and whether the BRICS framework gains signatories beyond the founding bloc.
